Westleigh Parish Council – Minutes of Remote (Zoom) meeting, Wednesday 1st July 2020 at 7.30pm


The next meeting of the Parish Council is planned to take place on Wednesday 5th August 2020 at 7.30pm in the Parish Hall (Covid-19 restrictions permitting)


Attendees – Cllrs Fairbrother, Gear, Frajbis, Burgess, and the Parish Clerk (Roger Levick)


Agenda

1. Apologies received in respect of the meeting – Cllrs Farrell-Roberts and Heard

2. Declarations of Interest – to receive Declarations of Interests from Councillors of any disclosable, pecuniary, or other Interests in items on the agenda – none received

3. Minutes – to agree and give the Chairman authority to sign the last minutes of the meeting held on the 4th March 2020 - agreed

4. Correspondence and Communications – to include a summary of C&C received from the Chair and Clerk – all relevant communications since lockdown had been previously circulated, apart from the ‘advice on reopening Village Halls’. This was discussed and agreed that the Parish Clerk would liaise with the Hall to examine the possibility of holding the next meeting there, Covid-19 regulations permitting

5. County and District Ward Members reports – none received although both County Councillor Biederman and NDDC Cllr (and MP) Saxby keep in constant contact, with Cllr Biederman being first point of contact for District matters until an election is held in May 2021


Public Session – owing to Covid-19, and the nature of the meeting (Zoom) there was no public session, although parishioners had been notified and invited to send in via email, anything relevant for discussion – nothing received


6. Finance – to receive an update on the current position, to receive accounts to pay, to note any income received, and any other matters relating – the Parish Council Income/Expenditure details had been audited, circulated to all Cllrs, and were agreed. Now to be signed off by the Chair and Clerk and placed in respective notice boards. Annual Governance Statement agreed. 3 cheques needed to be raised – AM Thorne £20 defibrillator installation cost, J Harris £75 footpath maintenance, and NDDC £495.40 3 monthly Clerk’s salary – all agreed.

7. Planning matters – it was noted that planning application 71509 for work at Stoney Barton had been approved

8. Westleigh Footpath – Cllrs agreed that this agenda item no longer needed to be included in the future unless raised as an issue in the future.

9. Highway issues – Cllrs were reminded by the Chair that there was a County Council website to report individual pothole concerns

10. Environmental issues – (1) Cllrs agreed that the disappearance of field verges were an environmental concern, and it was noted that there were grants available for small parishes (less than 1000 parishioners), with the emphasis on sustainability and countering climate change. The grants to support and enhance the natural environment. Cllrs Fairbrother and Burgess agreed to provide the Clerk with bullet points to raise with Andrew Woollacott, the aim being to asking Tapeley Farmers to reinstate over time. (2) The Clerk was also tasked to contact Tapeley to find out if they had any objection to ‘Beebombs’ being planted appropriately in the Parish, or rewilding, or the placing of habitat boxes for Bats, Hedgehogs etc. (3) The Clerk was also tasked to finding out where maps of ‘footpaths and Rights of Way’ were held, and whether there were grants available for their maintenance. (4) After discussion Cllr Frajbis agreed that a ‘Children’s sighting of local wildlife’ section could be incorporated into the Parish Magazine – to be managed by Cllrs Frajbis and Burgess

11. Bus shelter – discussions held over until Covid-19 restrictions are relaxed

12. Summer Fete – postponed until June 2021

13. Agenda items for the next meeting  - (Wednesday 5th August) – to be advised
