Westleigh Parish Council Meeting Minutes

Wednesday 21st May 2025, 7.30pm at Westleigh Village Hall

Attendees – Cllrs Heard, Gear, Saxby, Moores, NDCllr Coombs, & Parish Clerk

Min 1 25/26 – Apologies received – Cllrs Fairbrother, Stewart, DCCllr Biederman & NDCllr Coombs

Min 2 25/26 – Declarations of Interest – none declared

Min 3 25/26 – Minutes – To confirm the minutes of the meeting held on the 5th March 2025 – agreed unanimously

Min 4 25/26 – Matters arising – Cllr Saxby wanted it noted that the footpath alongside the road leading down to the Bideford/Instow road, had at some time become ‘hazardous’ owing to the larger bovine community pressing onto the wire separating the path and hedge. The offending animals had now been moved, but it is worth noting that it is not always as serene as it looks, and walkers need to be aware!

Min 5 25/26 – Correspondence & Communications – a reminder from Kelly Stanley at NDC of a ‘refresher’ session on Ethical Standards and Code of Conduct on the 3rd of July. Details forwarded to all Cllrs by the Clerk.

Min 6 25/26 – Public Session – No members of the Public attended

Min 7 25/26 – County and District Reports – ‘Nil’ reports received from both DCC & NDC alongside apologies

Min 8 25/26 – Finance – retrospective agreement was asked for and received for several invoices received between meetings, those being Clerks 3 monthly salary, £786.08, DALC subscription £136.84, 2 x £100 J Harris for maintenance

Min 9 25/26 – Planning – Nothing to report from Christie Estates, and Cllr Saxby agreed to ‘keep an eye’ on the Bulworthy Solar Panel Farm, as in the preliminary correspondence, there had been no mention of (the equivalent of) S106 monies. The Clerk reported that he had applied to BT to purchase the red phone box (£1) on behalf of WPC. It was also mooted that any refurbishment would be ‘at cost’ to WPC, and therefore grants should be sought. Cllr Heard asked that it be noted that the Eastleigh defibrillator ‘phone box’ was also in need of some tlc!
