WESTLEIGH PARISH

Minutes of the Meeting of the Westleigh Parish Council held at the Village Hall on Wednesday 2nd, December, 2015 at 7.30pm to consider the following business:

Present: Cllr. K. Griffin (Chairman), Cllr L. Burgess, Cllr K. Farrell – Roberts, Cllr L. Gear, Cllr J. Edwards, Cllr. S. Ettling.

In attendance: M. Harris (Parish Clerk)

MH12/15.1: Apologies: Cllr B. Moores

MH12/15.2: Declaration of Interest and Dispensations

2.1 To receive declarations of personal and disclosable pecuniary interests in respect of items on this agenda.

None received.

MH12/15.3

Chairman to move: Agreed for the meeting to be adjourned and go into Open Forum.

MH12/15.4 Open Forum – Residents are invited to give their views and questions for the Parish Council on issues on the agenda, or raise issues for future consideration.

No residents were present at the meeting.

Police, County and District Council Ward Members Reports:

a) Police Report – no reported crime since the last meeting held on the 7th, October 2015.

b) Devon County Council (DCC) – No report for this meeting.

c) North Devon Council (NDC) – No report for this meeting


The Chairman moved to end the adjournment.


MH12/15.5: Minutes of the Meeting held on the 7th, October, 2015.

Proposed by Cllr J. Edwards, and seconded by Cllr. L. Gear that the minutes of the meeting held on the7th, October, 2015, be agreed are approved as a true and accurate record. The minutes were duly signed by the Chairman.


MH12/15.6: Matters Arising/Review of actions.

All matters arising and update of actions will be dealt with under item 7 on the agenda.


MH12/15.7: Review of Parish Action Plan:


a) Westleigh Footpath – Cllrs K. Farrell – Roberts and Griffin lead the discussion on the progress with the delivery of plainings to cover the footpath. Delivery has not yet taken place, as a suitable location for the storage of the plainings has yet to be confirmed. It was accepted that the plainings would not be put on the footpath until drier weather in the spring. It was agreed to undertake two Actions: 1) The Clerk to contact Cllr F Biederman to confirm that the plainings are still available to the Parish Council. 2) Cllr K. Griffin to look at possible locations for the holding of the plainings until the spring.

b) Highways & Maintenance – Agreed no action under this heading until early 2016. More guidance required on the current County Council policy.

c) Website –Cllr J. Edwards informed the meeting he had spoken to NDC regarding support to develop Parish websites. NDC confirmed assistance may be possible if there is a clear indication of the work required on the website. Action: Agreed that the Clerk would contact Eclipse to discuss the website.

d) Developing an environmental policy – Cllr. L. Burgess led the discussion on this item. It was agreed that an environmental policy could be developed as part of a community consultation event to be held in the spring of 2016. The event would look to cover a wide range of community issues, and invite comments from parishioners.

e) Community consultation event – As above. It was agreed to organise a community consultation event in spring 2016. Action: Clerk to coordinate the event with a small Working Group of Cllrs.

f) Review of emergency plan – The Clerk confirmed that he revised emergency plan would follow the format of the template provided by DCC. Action: Clerk to revise the emergency plan by the end of March, 2016.

g) Councillor vacancy – The Clerk confirmed that no applications had been received for the current vacancy since the last meeting. Action: All Cllrs to encourage applications for the vacancy from within the community.

MH12/15.8: Correspondence received:

• NDC – Local Plan final consultation request – Action: Noted. Minutes of Parish Forum held in November, 2015.

• November. Action: Circulated to all Cllrs, and noted.

• St Peters Church, Westleigh – Request for grant to maintain burial grounds. Action: to be considered under finance.


MH12/15.9: Finance

a) Payments

• Cheque no 100390 for £160 to Eclipse Ltd – Website hosting services charges.

• Cheque no 100391 for £420 to Andy Jacobs general maintenance in the parish April – October 2015


• St Peters Church – Grant application for assistance with costs towards the maintenance of the burial ground. Agreed to award a grant of £266. Cheque no 100393.


• Cheques no 100393 for £8.14 – Parish Clerk expenses


Proposed by Cllr L. Gear, and seconded by Cllr L. Burgess that the above cheques be approved for payment.


b) Financial Summary.

The Clerk confirmed that the current balance held in the Parish bank account is £4,504.29. The Parish is awaiting the payment of the £1,000 Town & Parish Fund contribution towards the new footpath costs.

The Clerk confirmed the recovery of the sum of £408.76 for VAT in 2014/15.

It was agreed to add Cllrs L. Burgess, and J, Edwards as authorised signatories for cheques

MH12/15.10: Planning

a) New applications – None received.

b) Planning decisions – Application 59949 – Prior approval for change of use of the agricultural building to one dwelling at Barn West of Pines Cottage, Eastleigh. The application was approved.

MH12/15.12 – Other items at the discretion of the Chairman:


Cllr K. Farrell – Roberts raised an issue relating to works being undertaken by DCC contractors near Trayhill. Lorries are dumping mud on the verges and causing disruption to local road users. Action: Clerk to contact Cllr F. Beiderman to clarify the nature of the work and how long the work will continue.
