WESTLEIGH PARISH

Minutes of the Extraordinary Meeting held on Wednesday, 5th, August, 2015 at The Westleigh Village Hall.


In attendance: Cllr K. F. Griffin (Vice -Chair), Cllr B. Moores, Cllr J. Edwards, Cllr L. Burgess, Cllr. L. Gear, Cllr S. Ettling M. Harris (Clerk).


Also present at the meeting: 7 members of the public.


1. Apologies: Cllr. K. Farrell – Roberts


2. Disclosure of Interests: None.


3. Resignation of the Chairman – Westleigh Parish Council.


Following the resignation of Cllr J. White from the Parish Council, the position of Chairman has become vacant. Nominations were invited for the position of Chairman.


Two nominations were received:


Cllr K. Griffin – Proposed by Cllr B Moores, and seconded by Cllr S. Ettling

Cllr L. Gear – Proposed by Cllr L. Burgess, and seconded by Cllr J. Edwards


A vote by a show of hands was taken on both the above nominations. After a show of hands the votes cast for each nomination were equal.


After a discussion Cllr L. Gear agreed to withdraw her nomination for the position of Chairman on the basis that Cllr. K. Griffin is confirmed a Chairman, and Cllr L. Gear as Vice – Chairman.


Resolved: That Cllr K. Griffin is elected to the position of Chairman, and Cllr. L. Gear is elected to the position of Vice – Chair. All Councillors present agreed.


4. Casual Vacancy – Westleigh Parish Council.


A casual vacancy has arisen following the resignation of Cllr J. White. The vacancy has been advertised with no respondents. The Parish Council, therefore, now has the ability to co-opt to the Council.


Action: Clerk to advertise the vacancy via the website, and Parish noticeboards.


5. List of Parish Council Powers/Roles and responsibilities of Parish Councillor’s


The Clerk had circulated prior to the meeting a list of Parish Council powers, and a summary of the role of the Parish Councillor as information. There was no discussion on the information provided.


6. Planning Protocol.


The Clerk confirmed that it would be beneficial for the Parish Council to adopt a formal protocol when dealing with planning applications. Action: Clerk to circulate a draft pro-forma to all Councillors’.


7. Councillor Task & finish Groups.


The Clerk outlined a number of areas of work of the Parish Council where Councillors could become more involved. The areas of work were identified, and some initial allocations were agreed. Further discussion to take place at the September Parish meeting


Website – Cllr J. Edwards agreed to lead on this area.

Highways/Maintenance – vacant.

Finance Sub Group – Cllr B. Moores

Parish Noticeboards – Cllr K. Griffin & M.Harris

Community Projects – as required.


The next meeting of the Parish Council will take place on Wednesday 2nd, September, 2015, commencing at 7.30pm at the Westleigh Village Hall
