Minutes of the Meeting of the Westleigh Parish Council held at the Village Hall on Wednesday, 29th, April, 2015 at 7.30pm to consider the following business:

Present: Cllr K. Farrell – Roberts, Cllr K. Griffin, Cllr. J. White, Cllr L. Burgess, Cllr S. May

MH05/15.1: Apologies: Cllr B. Moores

MH05/15.2: Declaration of Interest and Dispensations

2.1 To receive declarations of personal and disclosable pecuniary interests in respect of items on this agenda.

No declarations of interest were received.

MH05/15.3: Chairman to move: Agreed for the meeting to be adjourned and go into Open Forum.

MH05/15.4 Open Forum – Residents are invited to give their views and questions for the Parish Council on issues on the agenda, or raise issues for future consideration.

No members of the public were present.

Police, County and District Council Ward Members Reports:

a) Police Report – no reported crime since the last meeting held on the 1st, April, 2015.

b) Devon County Council – No report.

c) North Devon Council – No report.


Chairman moved to end the adjournment.


MH05/15.5: Minutes of the Meeting held on the 1st, April, 2015.

Proposed by Cllr. J. White, and seconded by Cllr. K. Griffin that the minutes of the meeting held on the 1st, April, 2015, are approved a true and accurate record. The minutes were duly signed by the Chairman.


MH05/15.6/7: Matters Arising: Action Plan Update.


a) Eastleigh Bench

Application required to DCC to locate the bench near a public highway. Action: Clerk to complete and forward the application to DCC.

b) War Memorial – maintenance work.

Cleaning of the War Memorial now completed. Action: Payment to be authorised to Peter Roberts – Memorials.

c) Provision of footpath – Westleigh – meeting to be arranged with all parties to set out plans

for the work. Work planned for completion by the end of the summer.


d) Meeting DCC Highways

Tapely – Footpath improvement/Centre Island/Bus shelter lighting.

The Chairman read out an e-mail received from DCC in respect of the above issues. In summary the response indicated that on all three matters DCC have indicated that no funding was available. Action: DCC response to be discussed with Cllr F. Biederman.

e) Elections – May 2015

The Clerk confirmed that three Cllrs had been elected to the Parish Council on an uncontested basis. The Parish has vacancies for five more Councillors, and these can be filled via the co – option process, in the first instance. Applications for co-option to be submitted via the Clerk.

MH05/15.8: Chairman’s Report – no new items to report since the last meeting

MH05/15.9: Correspondence

The Clerk reported that all correspondence was of a financial nature, and will be discussed under item 15.9.

MH04/15.10: Finance

The following request for cheque payments were put forward for consideration:

Peter Roberts Memorials – cleaning of War Memorial – £408. Proposed by Cllr K. Farrell – Roberts, and seconded by Cllr L. Burgess that the payment be approved.

Devon Association of Local Councils – annual subscription – £78.72. Proposed by Cllr J. White, and seconded by Cllr J. May, that the payment be approved.

Eclipse Internet – hosting and domain charges – £118 – Proposed by Cllr Ken Griffin, and seconded by Cllr L. Burgess, that the payment be approved.

The Clerk reported that the Parish has received the first instalment of the Parish Precept/Grant – total £1,854.

MH05/15.11: Planning.

Application no 53397 date 13 April – 15 – retrospective planning application for erection of ground mounted solar photovoltaic panels – applicant – Mr Hector Christie. Decision: Full planning approved.

Knapp House – Public inquiry

Cllr L. Burgess produced and presented a report to the Parish Council on the progress with the Knapp House Development. The key points are as follows:

The Public inquiry is scheduled for Tuesday 12th, May, 2015, and will take place at Bideford Town Hall, commencing at 10.00am. The inquiry will be undertaken within an eight day period.

All proof of evidence has now been submitted, and include the Environmental Impact Assessment produced by John Day.

Cllr L. Burgess confirmed that she had attended a workshop organised by the Taw & Torridge Estuary Forum to take forward a proposal to create a study area to look at what makes the estuary a valued landscape. Noted that Westleigh and Tapely will fall within the study area.

MH05/15.12: matters raised by Councillor’s/Agenda items for the next meeting.

Cllr. L. Burgess had been contacted by a parishoners and requested to raise two issues at the meeting.

War Memorial Garden Maintenance – complaint that the general standard of maintenance was not adequate. Cllr K. Griffin explained that the current schedule of maintenance was funded by the Parish Council, and included a limited amount of maintenance work. To improve the standards consideration could be given to increasing the precept to pay for additional maintenance, or look to set up within the Village a volunteer gardening association to undertake some additional work. It was pointed out that this approach had been tried before and failed to be a sustainable group.

Bus Shelter – maintenance – complaint that current maintenance of the shelters is inadequate. Noted that in the 2015/16 budgets provision has been made to build up a fund to support additional maintenance on the bus shelters.

Note the next meeting of the Parish Council will take place on a Wednesday, 20th, May, 2015. The meeting will follow the AGM, which commences at 7.30pm. Venue: Westleigh Village Hall.
